Rules of Conduct

1. INTRODUCTION AND PURPOSE

1.1. The Rules of Conduct within the World Youth Festival 2024 (the "Festival", the "WYF 2024", and the "Event") Security Perimeter have been developed to regulate the behavior of the Festival participants and guests and to define their rights and obligations while participating in the WYF 2024 events.

1.2. The following basic concepts are used for the purposes of this document:

A citizen or an individual is a citizen of the Russian Federation, a foreign citizen, or a stateless person.

Prohibited items are those items that the authorities and the Organizing Committee do not allow to bring into the Festival area to ensure safety, public order, comfort of guests and participants, and fulfillment of obligations of the Organizing Committee.

The restricted items storages are specially equipped places for storing items that do not pose a threat to human life and health, and are not prohibited from civil circulation by the legislation of the Russian Federation. The restricted items storages are located outside the Festival security perimeter. The estimated storage time is no more than 24 hours after the end of a Festival event. The Organizing Committee is the Autonomous Non-Profit Organization "World Youth Festival Directorate", which is preparing and holding the World Youth Festival 2024 in accordance with Decree of the President of the Russian Federation No. 249 "On Holding the World Youth Festival 2024" of April 5, 2023.

Inspection is a control of people, vehicles, things, and items by technical means when entering the Festival security perimeter. It is carried out in order to ensure the safety of participants and guests of events in accordance with the established procedures for entering the Festival area.

2. ACCESS TO THE FESTIVAL AREA

2.1. Festival participants and guests may enter the Festival security perimeter if they are in possession of an accreditation card and undergo an inspection procedure, including the inspection of personal belongings.

2.2. Festival participants and guests will have access to the Festival area no earlier than 2.5 hours before the Festival program events begin. Vehicles will also be allowed to enter the parking lots no earlier than 2.5 hours before the Festival program events begin.

2.3. Participants and guests acknowledge and agree that they are entitled to enter only those areas indicated on their accreditation card or additional means of accreditation, or as may designated by the Organizing Committee.

2.4. Disabled persons or persons with reduced mobility should note that access to the Festival security perimeter is only possible with a manual or electric wheelchair or scooter. Such wheelchairs and electric scooters should have three or four wheels. They must be no wider than 700 mm, no longer than 1,300 mm, have a turning radius no greater than 900 mm and a turning width no greater than 1,500 mm. The speed of electric scooters and electric wheelchairs should not exceed 6 km/h. Wheelchairs and electric scooters, the parameters of which do not comply with these conditions, will not be allowed to enter the Festival area.

3. RULES OF CONDUCT FOR PARTICIPANTS AND GUESTS IN THE FESTIVAL AREA

At all times while in the Festival area, participants and guests must:

3.1. Not offend, not do anything that may endanger the safety of life and health, and not disturb other accredited persons at all times while in the Festival area.

3.2. Submit to a personal inspection and provide personal belongings for inspection when entering the Festival area.

3.3. Present access documents (accreditation card) to responsible employees in accordance
with the Rules of Conduct when entering the Festival area.

3.4. Present vehicle passes issued by the Organizing Committee and provide vehicles for inspection when entering the Festival and/or adjacent areas.

3.5. Use stairs and emergency exits only for their intended purpose. Keep emergency stairs and exits clear at all times. Not stop when moving to avoid obstructing other people as they pass.

3.6. Leave bulky and other prohibited items (except for those that pose a threat to human life and health and those that are prohibited from civil circulation by the legislation of the Russian Federation) in the restricted items storages.

3.7. Observe public order and the requirements of the Rules of Conduct at all times while in the Festival area.

3.8. Not cause damage to the property of other accredited persons, including the owners (users) of the venues and persons who ensure the protection of public order and public safety during the program events; take care of the property of the venues and keep it clean.

3.9. Behave respectfully towards other accredited persons, including the Organizing Committee, the owners (users) of the venues, and persons who ensure the protection of public order and public safety.

3.10. Immediately inform the security personnel and/or police officers who ensure the protection of public order in the Festival area about suspicious items, violations of public order, smoke or fire, and the need to provide medical assistance to persons during the Festival program events.

3.11. Comply with the legal requirements of representatives of the Organizing Committee, the owners (users) of the venues, the security personnel and other persons who ensure the protection of public order and public safety during the Festival program events.

3.12. If you are ordered to evacuate the Festival are, follow the instructions of the Organizing Committee and authorized personnel in accordance with fire safety regulations and the approved evacuation plan, remain calm and not cause panic.

4. PROHIBITED ITEMS

The following items may not be brought, carried or used by Festival participants and guests on the Festival premises:

4.1. Explosives, detonators, and items containing them.

4.2. Weapons of any kind (including self-defense weapons), ammunition, and firearm components.

4.3. Stabbing and cutting items, knives, and other items that can be used as weapons.

4.4. Narcotic drugs, psychotropic and toxic substances, and their precursors, including medicines (excluding medicines in the amounts prescribed by the doctor (document in Russian, English and Latin), upon presentation of such a prescription or a copy thereof).

4.5. Poisonous, toxic, and foul-smelling substances.

4.6. Toxic and corrosive substances, radioactive materials.

4.7. Oxidizing substances and organic peroxides.

4.8. Flammable solids, combustible liquids, and gases.

4.9. Flammable and pyrotechnic substances/products and items/chemical materials that can be used to make pyrotechnic products/smoke.

4.10. Substances, products, and items, including self-made ones, the use of which may cause smoke/ignition.

4.11. Non-pyrotechnic devices and items (including self-made items) used to disperse or spray various materials and substances (pneumatic crackers).

4.12. Compressed and liquefied gases (excluding pocket lighters).

4.13. Aerosol cans (excluding medicines in the amounts prescribed by the doctor (document in Russian, English and Latin), upon presentation of such a prescription or a copy thereof).

4.14. Medications in any form not exceeding a single package of more than 7 different medicines (in factory packaging) and medical devices (excluding medicines in the amounts prescribed by the doctor (document in Russian, English and Latin), upon presentation of such a prescription or a copy thereof).

4.15. Liquids exceeding 100 ml.

4.16. Coloring agents (excluding cosmetics for personal use).

4.17. Bulk substances (excluding personal hygiene items and medicines in the amounts prescribed by the doctor (document in Russian, English and Latin), upon presentation of such a prescription or a copy thereof).

4.18. Working tools (excluding disability specific emergency kits).

4.19. Glass and tin containers and bottles.

4.20. Thermoses and flasks.

4.21. Food items other than food items in their original packaging.

4.22. Soft beverages exceeding 2 liters.

4.23. Alcoholic beverages.

4.24. Large items where the sum of the three dimensions of length, width and height exceeds 75 cm.

4.25. Folding chairs and benches.

4.26. Umbrellas over 25 cm high when closed.

4.27. Flagpoles over 1 m long and 1 cm thick.

4.28. Banners and flags exceeding 2x1.5 meters.

4.29. Paper rolls or paper bundles.

4.30. Any body protection gear (excluding medical corsets (medical document in Russian, English or Latin)).

4.31. Means of disguise or face-concealing items.

4.32. Moving and gliding aircraft, their models (gliders, drones, kites, etc.), their components, elements, spare parts and control panels.

4.33. Radio-electronic and high-frequency devices.

4.34. Television and telecommunication equipment.

4.35. Stands for photo and video equipment (three-legged stand (tripod) and one-legged stand (monopod).

4.36. Any equipment that may interfere with the events or its participants (laser devices, torches, radio stations, etc.).

4.37. Musical instruments and sound amplification equipment with a sound level exceeding 120 dB.

4.38. Sports equipment, sports inventory, including bicycles, scooters, skateboards, monowheels, gyroscuters, roller skates, etc.

4.39. Scooters (excluding mobility scooters).

4.40. Any animals (excluding assistance dogs).

4.41. Extremist, offensive, or discriminatory materials containing Nazi attributes or symbols, attributes or symbols of extremist organisations, or aimed at discrimination of any kind against a country, person or group of people based on their race, skin color, ethnic, national or social origin and status by place of birth, financial or other status, sex, disability, language, religion, political or other beliefs, sexual orientation or for any other reason, including but not limited to banners, flags, symbols and paraphernalia, leaflets, clothing, as well as symbols of organizations and movements prohibited in the
Russian Federation.

4.42. Items with trademarks or other types of advertising marks or information, the display of which may be used for commercial purposes.

4.43. Advertising materials of any kind, printed materials of religious, political, or offensive content or content that may endanger public safety and/or morality (including banners, placards, posters, signs,
and their analogs).

4.44. Any items resembling prohibited items or copies and analogs thereof.

5. PROHIBITED ACTIVITIES

On the Festival premises, Festival participants and guests may not:

5.1. Perform or participate in activities specified on the List of Prohibited Activities within the World Youth Festival 2024 Security Perimeter, creating dangerous conditions, endangering the safety of persons, violating public order, hindering the correct performance of the duties of those involved with the organization and delivery of the Festival, or any other activities which may hinder the course of the Festival.

5.2. Violate the access control regime at the Festival venues.

5.3. Transfer your accreditation card or other access document to another person.

5.4. Carry, store, use and sell any items and substances from the List of Prohibited Items within the World Youth Festival 2024 Security Perimeter.

5.5. Commit illegal actions.

5.6. Drink alcoholic beverages and be intoxicated.

5.7. Distribute and use narcotic drugs, psychotropic substances or any new potentially dangerous psychoactive or intoxicating substances.

5.8. Interfere with traffic, including vehicular traffic, and cause crowds and stampedes.

5.9. Vandalize and intentionally damage property of any type.

5.10. Damage plants, animals, and objects of cultural and natural heritage and violate established requirements for areas with special conditions of use.

5.11. Disassemble, move, vandalize, or otherwise damage traffic signs and temporary traffic
control devices.

5.12. Fail to comply with traffic regulations, temporary road signs, and requirements of employees of federal executive authorities responsible for ensuring security, employees of the Security and Access Control Department, and employees of private security organizations (the "security personnel").

5.13. Violate the Russian Fire Safety Regulations.

5.14. Start a fire and fire pyrotechnic products.

5.15. Hide your face with the help of disguises, except for the cases provided by the legislation of the Russian Federation.

5.16. Carry and display the symbols of organizations and movements prohibited in the Russian Federation.

5.17. Perform or participate in any activity or display any offensive or discriminatory material that is intended
to discriminate against any country, person or group of people based on their race, color, ethnic, national or social origin, sex, disability, age, language, religious, political or other opinion, sexual orientation, place of birth, financial status or any other reason of difference.

5.18. Hold public events that are not provided for in the Festival program or in violation of Russian law, including the expression of any messages of a political or ideological nature.

5.19. Distribute leaflets, brochures and publications, promotional materials, and clothing, and perform other activities of advertising and propaganda content without authorization.

5.20. Attach flags and banners to the surfaces of buildings and structures.

5.21. Show naked intimate parts of the body.

5.22. Engage in commercial activities of any kind, including the sale of goods not authorized by the Organizing Committee.

5.23. Sell tickets to the Opening and Closing Ceremonies and/or other documents that give the right to receive tickets.

5.24. Solicit in any way for donations of money or goods without the consent of the Organizing Committee.

5.25. Display distinguishable brands and trademarks of legal entities and individuals for promotional purposes.

5.26. Display any promotional materials not authorized by the Organizing Committee.

5.27. Create any obstacle to the viewing and/or normal flow of the Festival program.

5.28. Use devices that create noise and may interfere with the conduct and viewing of the sports part of the Festival program.

5.29. Throw objects on the stages, in the audience halls, on the stands, the field of play and surrounding areas, at Festival participants, security personnel and other persons.

5.30. Be present on the field of play/stages and adjacent areas during the events of the program without the consent of the Organizing Committee.

5.31. Broadcast and record using transmission devices, including mobile phones or other means, using lighting equipment or for commercial purposes.

5.32. Broadcast and record using transmission devices, including mobile phones or other means in and near restricted access areas.

5.33. Use personal wireless access points and 3G/4G routers, including the use of smartphones and tablets in Wi-Fi hotspot mode.
