List of Prohibited Items within the World Youth Festival Security Perimeter

1. All items and substances prohibited or restricted by the legislation of the Russian Federation and the rules of the Organizing Committee.

2. Explosives, detonators, and items containing them.

3. Weapons of any kind (including self-defence weapons), ammunition and firearm components.

4. Stabbing and cutting items, knives, and other items that can be used as weapons.

5. Narcotic drugs, psychotropic and toxic substances, and their precursors, including medicines, excluding medicines in the amounts prescribed by the doctor (document in Russian, English and Latin), upon presentation of such a prescription or a copy thereof.

6. Poisonous, toxic, and foul-smelling substances.

7. Toxic and corrosive substances, radioactive materials.

8. Oxidizing substances and organic peroxides.

9. Flammable solids, combustible liquids and gases.

10. Flammable and pyrotechnic substances/products and items/chemical materials that can be used to make pyrotechnic products/smoke.

11. Substances, products, and items, including self-made ones, the use of which may cause smoke/ignition.

12. Non-pyrotechnic devices and items (including self-made items) used to disperse or spray various materials and substances (pneumatic crackers).

13. Compressed and liquefied gases, еxcluding pocket lighters.

14. Aerosol cans, еxcluding medicines in the amounts prescribed by the doctor (document in Russian, English and Latin), upon presentation of such a prescription or a copy thereof.

15. Medications in any form not exceeding a single package of more than 7 different medicines (in factory packaging) and medical devices, еxcluding medicines in the amounts prescribed by the doctor (document in Russian, English and Latin), upon presentation of such a prescription or a copy thereof.

16. Non-beverage liquids exceeding 100 ml.

17. Coloring agents, еxcluding cosmetics for personal use.

18. Bulk substances, еxcluding personal hygiene items and medicines in the amounts prescribed by the doctor (document in Russian, English and Latin), upon presentation of such a prescription or a copy thereof.

19. Working tools, еxcluding disability specific emergency kits.

20. Glass and tin containers and bottles.

21. Thermoses and flasks.

22. Food items other than food items in their original packaging.

23. Soft beverages exceeding 2 liters.

24. Alcoholic beverages.

25. Large items where the sum of the three dimensions of length, width and height exceeds 75 cm.

26. Folding chairs and benches.

27. Umbrellas over 25 cm high when closed.

28. Flagpoles over 1 meter long and 1 cm thick.

29. Banners and flags exceeding 2x1.5 meters.

30. Paper rolls or paper bundles.

31. Any body protection gear, еxcluding medical corsets (document in Russian, English or Latin).

32. Means of disguise or face-concealing items.

33. Moving and gliding aircraft, their models (gliders, drones, kites, etc.), their components, elements, spare parts and control panels.

34. Radio-electronic and high-frequency devices.

35. Television and telecommunication equipment.

36. Stands for photo and video equipment (three-legged stand (tripod) and one-legged stand (monopod).

37. Any equipment that may interfere with the events or its participants (laser devices, torches, radio stations, etc.).

38. Musical instruments and sound amplification equipment with a sound level exceeding 120 dB.

39. Sports equipment, sports inventory, including bicycles, scooters, skateboards, monowheels, gyroscuters, roller skates, etc.

40. Scooters, еxcluding mobility scooters.

41. Any animals, еxcluding assistance dogs.

42. Extremist, offensive, or discriminatory materials containing Nazi attributes or symbols, attributes or symbols of extremist organisations, or aimed at discrimination of any kind against a country, person or group of people based on their race, skin color, ethnic, national or social origin and status by place of birth, financial or other status, sex, disability, language, religion, political or other beliefs, sexual orientation or for any other reason, including but not limited to banners, flags, symbols and paraphernalia, leaflets, clothing, as well as symbols of organizations and movements prohibited in the Russian Federation.

43. Items with trademarks or other types of advertising marks or information, the display of which may be used for commercial purposes.

44. Advertising materials of any kind, printed materials of religious, political, or offensive content or content that may endanger public safety and/or morality (including banners, placards, posters, signs, and their analogs).

45. Any items resembling prohibited items or copies and analogs thereof.

List of Prohibited Activities within the World Youth Festival Security Perimeter

1. Perform or participate in activities specified on the List of Prohibited Activities within the World Youth Festival 2024 Security Perimeter, creating dangerous conditions, endangering the safety of persons, violating public order, hindering the correct performance of the duties of those involved with the organization and delivery of the Festival, or any other activities which may hinder the course of the Festival.

2. Violate the access control regime at the Festival venues.

3. Transfer your accreditation card or other access document
to another person.

4. Carry, store, use and sell any items and substances from the List of Prohibited Items within the World Youth Festival 2024 Security Perimeter.

5. Commit illegal actions.

6. Drink alcoholic beverages and be intoxicated.

7. Distribute and use narcotic drugs, psychotropic substances or any new potentially dangerous psychoactive or intoxicating substances.

8. Interfere with traffic, including vehicular traffic, and cause crowds and stampedes.

9. Vandalize and intentionally damage property of any type.

10. Damage plants, animals and objects of cultural and natural heritage, violate established requirements for areas with special conditions of use.

11. Disassemble, move, vandalize or otherwise damage traffic signs and temporary traffic control devices.

12. Fail to comply with traffic regulations, temporary road signs, and security personnel requirements.

13. Start a fire and fire pyrotechnic products.

14. Hide your face with the help of disguises, except for the cases
provided by the legislation of the Russian Federation.

15. Carry and display the symbols of organizations and movements prohibited in the Russian Federation.

16. Perform or participate in any activity or display any offensive or discriminatory material that is intended to discriminate against any country, person or group of people based on their race, color, ethnic, national or social origin, sex, disability, age, language, religious, political or other opinion, sexual orientation, place of birth, financial status or any other reason of difference.

17. Hold public events that are not provided for in the Festival program or in violation of Russian law, including the expression of any messages of a political or ideological nature.

18. Distribute leaflets, brochures and publications, promotional materials, and clothing, and perform other activities of advertising and propaganda content without authorization.

19. Attach flags and banners to the surfaces of buildings and structures.

20. Show naked intimate parts of the body.

21. Engage in commercial activities of any kind, including the sale of goods not authorized by the Organizing Committee.

22. Sell tickets to the Opening and Closing Ceremonies and/or other documents that give the right to receive tickets.

23. Solicit in any way for donations of money or goods without the consent of the Organizing Committee.

24. Display distinguishable brands and trademarks of legal entities and individuals for promotional purposes.

25. Display any promotional materials not authorized by the Organizing Committee.

26. Create any obstacle to the viewing and/or normal flow of the Festival program.

27. Use devices that create noise and may interfere with the conduct and viewing of the sports part of the Festival program.

28. Throw objects on the stages, in the audience halls, on the stands, the field of play and surrounding areas, at Festival participants, security personnel and other persons.

29. Be present on the field of play/stages and adjacent areas during the events of the program without the consent of the Organizing Committee.

30. Broadcast and record using transmission devices, including mobile phones or other means, using lighting equipment or for commercial purposes.

31. Broadcast and record using transmission devices, including mobile phones or other means in and near restricted access areas.

32. Use personal wireless access points and 3G/4G routers, including the use of smartphones and tablets in Wi-Fi hotspot mode.
